Takalar, August 27, 2026 – PT Pupuk Indonesia (Persero) continues to strengthen the governance of subsidized fertilizer distribution to ensure that subsidized fertilizer reaches eligible farmers accurately and as intended. This effort was carried out through the Pilar Tani: Evaluation of Administration and Socialization of Subsidized Fertilizer Distribution Policies program, held in Takalar Regency, South Sulawesi, recently.

Regional CEO 4 of PT Pupuk Indonesia (Persero), Wisnu Ramadhani, said that strengthening governance is an important part of ensuring that subsidized fertilizer distribution is carried out in accordance with applicable regulations and delivers optimal benefits to farmers.

“Pupuk Indonesia is committed to ensuring the availability of subsidized fertilizer so that farmers can obtain fertilizer according to their needs during each planting season. However, availability must be supported by sound distribution governance to ensure that subsidized fertilizer reaches eligible farmers at the right time, in the right quantity, at the right location and price, and with the right type and quality,” said Wisnu.

Wisnu explained that Pilar Tani serves as a forum for evaluation and alignment among stakeholders regarding the policies and administration of subsidized fertilizer distribution. This includes ensuring the accuracy of beneficiary data, redemption mechanisms, transaction recording, and distribution oversight in accordance with the latest regulations stipulated in the Decree of the Director General of Agricultural Infrastructure and Facilities (PSP) of the Ministry of Agriculture No. 32 on the Distribution of Subsidized Fertilizer from the Handover Point to Farmers and Decree of the Director General of Agricultural Infrastructure and Facilities (PSP) of the Ministry of Agriculture No. 33 on the Technical Guidelines for the Management of Subsidized Fertilizer for Fiscal Year 2026.

Furthermore, Wisnu emphasized that administration is not merely a matter of record-keeping, but is an essential component of accountability and oversight in subsidized fertilizer distribution. Therefore, all parties involved in the distribution ecosystem need to have a shared understanding and consistent implementation standards.

“Every transaction must be properly accountable and supported by consistent data, from farmer information and fertilizer redemption transactions to the required documentation. If any issues or discrepancies arise in the field, they must be communicated and resolved promptly and collectively so that they do not affect the accuracy of fertilizer distribution to farmers,” Wisnu continued.

Based on data through August 2026, Takalar Regency received an allocation of 31,776 tons of subsidized fertilizer. Of this allocation, actual fertilizer redemptions reached 15,286 tons, or approximately 48 percent. While this indicates a relatively positive absorption rate, it must continue to be supported by proper administration and oversight to ensure that the entire distribution process complies with applicable regulations.

During the socialization session, Pupuk Indonesia emphasized the implementation of the 7 Rights principle: the right recipient, right type, right quantity, right time, right price, right location, and right quality. This principle serves as the foundation for ensuring that subsidized fertilizer is received by eligible beneficiaries and used according to its intended purpose.

Strengthening oversight was also a key focus of the program. Pupuk Indonesia identified several potential irregularities that need to be prevented, including redemptions that do not correspond with allocated quotas, redemptions by recipients who are not registered in the system, discrepancies in fertilizer prices, and distribution outside designated areas. Identifying these potential risks serves as a preventive measure to ensure that subsidized fertilizer distribution continues to adhere to the 7 Rights principle.

According to Wisnu, the success of subsidized fertilizer distribution depends not only on fertilizer availability, but also on the synergy among all stakeholders in maintaining accurate and accountable distribution. With improved governance, support from digital systems, and collaborative oversight, subsidized fertilizer distribution is expected to become increasingly effective in supporting higher agricultural productivity and improving farmers’ welfare.

“We hope that through Pupuk Indonesia’s Pilar Tani program, all stakeholders will gain a better understanding of the policies and governance of subsidized fertilizer distribution. Together, we can ensure that distribution remains properly targeted and supported by sound administration. This synergy is essential to ensure that subsidized fertilizer truly benefits farmers and contributes to achieving national food self-sufficiency,” Wisnu concluded.

On the same occasion, Muhammad Aditya Hamzah Arfahmi, a member of the Subsidized Fertilizer Administration Working Team and the Person in Charge (PIC) for Subsidized Fertilizer Distribution in South Sulawesi at the Ministry of Agriculture, provided further clarification on the policies and administrative procedures governing subsidized fertilizer distribution to the participating stakeholders.

The participation of the Ministry of Agriculture further strengthened the alignment of understanding among the central government, local governments, Pupuk Indonesia, and distribution stakeholders in implementing subsidized fertilizer policies at the regional level.
