Lampung Subsidized Fertilizer Stocks Reach 138% Regulated Provision
LAMPUNG - PT Pupuk Indonesia (Persero) has provided subsidized fertilizer stocks for the Lampung region of 29,144 tons or the equivalent of 138 percent of the provisions set by the government, namely 21,098 tons. This was disclosed by SVP PSO Western Region Pupuk Indonesia, Agus Susanto at the PSO Western Region Media Gathering in Lampung, Thursday (27/10). The details of subsidized fertilizer stocks consist of 11,256 tons of Urea and 17,888 tons of NPK.
Agus said that, provisions for subsidized fertilizer stocks were regulated by the Regulation of the Minister of Trade (Permendag) No. 15 of 2013 concerning Procurement and Distribution of Subsidized Fertilizers.
"Regarding subsidized fertilizer, we distribute it in accordance with the provisions set by the government. This year, a new regulation was issued, namely Minister of Agriculture Number 10 of 2022. Regarding the stock until October 25, 2022, we have provided it according to the provisions, namely for the next 2 weeks,"said Agus.
Agus said that the allocation of subsidized fertilizer nationally was set at 8,042,130 tons. The special allocation for Lampung Province was set at 561,407 tons consisting of 326,169 tons of Urea, 202,547 tons of NPK, 18,621 tons of SP-36, 7,888 tons of ZA, and 6,155 tons of organic.
As of October 25, 2022, Agus revealed that the distribution or distribution of subsidized fertilizer had reached 441,541 tons or the equivalent of 104.1% of the allocation decree up to October for Lampung Province. This figure consisted of 236,895 tons of Urea, 173,516 tons of NPK, 17,490 tons of SP-36, 7,700 tons of ZA, and 5,940 tons of Organic.
Agus said all subsidized fertilizer stocks in Lampung will be distributed to 17 Line III warehouses involving 64 distributors and 1,506 complete fertilizer kiosks (CFK) spread across 15 districts and the city of Lampung.
Agus further explained that the distribution of subsidized fertilizer was distributed to all lines in accordance with the Decree (SK) of regional heads as a derivative rule from Minister of Agriculture Regulation (Permentan) No. 41 of 2021 which was revised in the middle of this year to become Minister of Agriculture Number 10 of 2022 regulates the allocation of subsidized fertilizers in 2022.
According to Minister of Agriculture No. 10 of 2022, subsidized fertilizers are currently focused on two types of fertilizers, namely Urea and NPK. These two types of subsidized fertilizer are intended for nine strategic agricultural commodities that have an impact on inflation. The nine commodities are rice, corn, soybeans, chilies, shallots, garlic, sugar cane, cocoa and coffee.
Farmers who are entitled to subsidized fertilizers include being members of a farmer group, registered with the SIMLUHTAN (Agricultural Extension Management Information System), cultivating a maximum of two hectares of land, and using a Farmer's Card (for certain areas).
Agus further explained that farmers can redeem subsidized fertilizers at designated official kiosks to serve local farmer groups. Because subsidized fertilizers are distributed privately, namely according to the names and addresses of farmers so that farmers cannot buy subsidized fertilizers at official kiosks outside their area.
"So one of the goals of our gathering today is to inform fellow farmers regarding this new regulation. Because there has been a change in the types of subsidized fertilizers and their commodities, from previously around 70 with Permentan Number 10 of 2022 to just 9 commodities," he said.
