Pupuk Indonesia Opens Subsidized Fertilizer Distributor Registration Via DIMAS App

JAKARTA – PT Pupuk Indonesia (Persero) has opened registration for businessman in the country to become subsidized fertilizer distributors for the 2024 fiscal year. This registration is open for the period 1-15 September 2023.


SVP Planning and Management of PSO Pupuk Indonesia, Eric J Rachman, said that registration can be done online using the Distributor Management System (DIMAS) application. Registration of prospective distributors using this mechanism has been implemented since 2021 after the centralization of the marketing function at Pupuk Indonesia Group.


“The DIMAS application is an electronic channel for potential subsidized fertilizer distributors. "For prospective distributors who want to register, you can go directly to the page dimas.pupuk-indonesia.com and prepare all the required documents that apply," said Eric.


In recruiting Distributors, continued Eric, the DIMAS application applies the principles of efficiency, effectiveness, accountability, competition, fairness and reasonableness. So that it can reduce intervention from the side of registration, assessment, and appointment or determination of distributors. Online registration also signifies a transparent business process, increasing the speed of the registration process, assessment, distributor selection and data integration.

The requirements for becoming a subsidized fertilizer distributor are stated in the Minister of Trade Regulation (Permendag) Number 04 of 2023 concerning the Procurement and Distribution of Subsidized Fertilizer for the Agricultural Sector.

Where the conditions stated in this regulation include, among others, operating in the general trading business sector, having an office and administrators who actively carry out trading business activities in their place of domicile, fulfilling the general requirements for carrying out trading activities, namely, a Trading Business License ( SIUP), Company Registration Certificate (TDP), and Trade Place of Business Permit (SITU).

In addition, prospective distributors are required to have and/or control warehouse facilities and transportation equipment that can guarantee the smooth distribution of subsidized fertilizer in their area of responsibility and have a distribution network proven by having at least 2 (two) retailers in each sub-district and/or village in area of responsibility.

It doesn't stop there, prospective distributors of subsidized fertilizer must also fulfill additional requirements set by the producer, in this case Pupuk Indonesia. The additions include, having an office and administrators who actively carry out trading business activities at their place of residence, a letter of application to become a Distributor, Deed of Company Establishment; Have a Taxpayer Identification Number (NPWP), and have a Taxable Entrepreneur Confirmation Letter (SPPKP).

"Furthermore, prospective subsidized fertilizer distributors must also have recommendations as subsidized fertilizer distributors from the local Regency/City Department in charge of trade for the appointment of new distributors," added Eric.

At the district/city office, prospective distributors fill out a form complete with distributor requirements, a Statement Letter regarding the ability to carry out the procurement and distribution of subsidized fertilizer in accordance with applicable government provisions/regulations and company policy; Statement of Absolute Responsibility from the Distributor that the list of all retailers appointed by the Distributor has fulfilled the requirements based on statutory regulations to become subsidized fertilizer retailers.

"And what is no less important, prospective distributors also do not have financial problems with the company as proven through a Company Notification Letter, have internet network access, have field officers, and other additional documents in accordance with the Prospective Distributor Requirements set by the company," concluded Eric.
